 Implementation of Furlough Days

Please note the following information pertaining to the implementation of furlough days through FY11. Contact information is provided at the end of each segment if you have additional questions.

Time Card Coding

For employees who record time, please use pay code "401- Furlough SEBAC2009" on the time card for time taken off as a furlough day. It is important that this code be used for the employee to receive proper credit towards seniority, benefits, etc. Please DO NOT use pay code 405 or 420 for a furlough day.  For directions on coding time cards for part time employees, please see the following link:  http://employ.uchc.edu/furloughdays2009.html. Please contact the Payroll unit of Human Resources at x2426 with any time coding questions.

Credit for VSRP Time

All employees who took unpaid time off under the Voluntary Schedule Reduction Program between January 13, 2009, and May 15,2009 will be contacted by Human Resources separately to let you know if you are eligible to receive credit for a day.  (According to OLR General Notice 2009-13, issued on 5/21/09, not all employees who took VSRP time in partial days are eligible to receive credit.)  VSRP time will be credited by adding a vacation day to an eligible employee's balance. Please contact Labor Relations x8067 for questions about VSRP credit.  

Salary Reduction & Scheduling

Faculty, Managers, Confidentials

  • Pay will be deducted for the value of the 4 furlough days for FY09 & FY10 and the 3 furlough days in FY11 spread out over the pay cycles each year. (approx. 1.5% reduction)

  • Employees should be given the equivalent furlough time off, using the Governor’s days if possible, other Departmental fixed days, or days that work operationally for the unit.

  • If the Governor’s fixed furlough day for 2009 cannot be given, the replacement day must be within 90 days of 6/4/09.

University Health Professional (UHP) Employees

  • Pay will be deducted for the value of the 4 furlough days in FY ’09 and ’10 spread out over the year’s pay cycles, ending 6/17/09. (approx. 1.5% reduction)

  • The value of the 3 furlough days in FY ’11 will be obtained by delaying the general wage increase and annual increment for the bargaining unit.

  • Employees should be given the equivalent furlough time off, using the Governor’s days if possible, other Departmental fixed days, or days that work operationally for the unit.

  • If the Governor’s fixed furlough day for 2009 cannot be given, the replacement day must be within 90 days of 6/4/09.

Engineering and Scientific (P-4), Professional Health Care (P-1), Para-Professional Health Care (NP-6), Maintenance and Service (NP-2)

  • One-tenth of the base biweekly pay will be deducted in the pay period ending 6/4/09 for the 1 furlough day in FY ’09.

  • Pay will be deducted for the value of the 3 furlough days in FY ’10 and for the 3 days in ’11 spread out over the pay cycles each year. (approx. 1.2% reduction)

  • Employees should be given the equivalent furlough time off, using the Governor’s days if possible, other Departmental fixed days, or days that work operationally for the unit.

  • For the Maintenance bargaining unit, if the Governor’s fixed days cannot be given, the replacement day must be within 60 days.

  • For all other units, if the Governor’s fixed furlough day for 2009 cannot be given, the replacement day must be within 90 days of 6/4/09.

Administrative and Residual (P-5), Administrative Clerical (NP-3)

  • One-tenth of the base biweekly pay will be deducted in the pay period ending 6/4/09 for the 1 furlough day in FY ’09.

  • One tenth of the base biweekly pay will be deducted in the pay periods ending 7/16/09, 12/3/09, and 12/31/09 for the 3 furlough days in FY ’10.

  • One tenth of the base biweekly pay will be deducted in the pay periods ending 7/15/10, 12/2/10, and 12/30/10 for the 3 furlough days in FY ’11.

  • Employees should be given the equivalent furlough time off, using the Governor’s days if possible, other Departmental fixed days, or days that work operationally for the unit.

  • If the Governor’s fixed furlough day for 2009 cannot be given, the replacement day must be within 90 days of 6/4/09.

Police and Fire (NP-5)

  • Employees must take a total of 7 furlough days. One tenth of the base biweekly pay will be deducted in each pay period that a furlough day is actually taken.

  • If the Governor’s fixed furlough day for 2009 cannot be given, the replacement day must be within 90 days of 6/4/09.

New Hires and Part-time Employees

  • Furlough time off is pro-rated for part- time employees (by FTE) and new hires.

  • For part-time employees in all unions except UHP, the calculation each fiscal year will be an average of the time worked in the preceding 4 months.

  • Human Resources will provide this information to Departments.
